That is why we take a rigorous approach to every aspect of our workforce management — from initial qualification checks through to ongoing competency assurance.
We maintain a network of experienced infrastructure operatives across traffic management, civil engineering, construction and utilities. Every individual in that network has been assessed against the standards required for their role before they are deployed to any client site.

Competence
We verify the competence of every operative we supply. This means checking qualifications, assessing relevant experience and confirming that the individual has the practical skills required for the role they are being deployed into. We do not place operatives in roles they are not qualified or competent to perform.
Reliability
Our clients need operatives who show up, perform and can be relied upon throughout the duration of their deployment. We build our operative network around individuals with a proven track record of reliability — and we manage our supply chain to ensure continuity of resource for our clients.
Safety
Safe working practices are non-negotiable. Every operative we supply is expected to work safely, follow site rules and contribute to a safe working environment. We reinforce this expectation at every stage of our operative engagement process.
Qualification Verification
We carry out thorough qualification verification for every operative before deployment. This includes checking the validity of relevant cards, certificates and licences — ensuring that the qualifications presented are current, genuine and appropriate for the role.
Operative Qualifications
The Accreditations Our Operatives Hold
Every operative in our network is assessed against the qualification requirements for their role. The cards, certificates and licences listed below represent the standards our operatives are verified against before deployment.
CSCS / NPORS / CPCS
Construction Skills Certification Scheme, National Plant Operators Registration Scheme and Construction Plant Competence Scheme cards — covering site operatives and plant operators across construction and infrastructure. We verify card type, level and expiry before every deployment.
NHSS & NRSWA
National Highways Sector Scheme — the industry standard for traffic management on the public highway network — combined with New Roads and Street Works Act operative units for works within the highway. Our TM and street works operatives hold current, verified certification across both schemes.
EUSR Cards
Energy & Utility Skills Register cards for operatives working within the utilities sector — water, gas, power and telecoms infrastructure. EUSR registration confirms competence against nationally recognised utility industry standards.
Highway Passports
Highway Passports record an operative's site inductions, training and competency evidence for works on the strategic road network and local authority highways. We ensure relevant operatives hold a current and valid Highway Passport before deployment to highway schemes.
First Aid at Work
HSE-approved First Aid at Work or Emergency First Aid at Work certificates. Held by operatives where site requirements or client specifications demand it.
Right to Work & Safety Critical Medicals
Full right to work checks carried out in accordance with UK employment law for every operative before deployment. Where roles require it, we also verify current safety critical medical certificates — including D4 medicals and fitness-for-duty assessments — to confirm operatives are medically fit for safety-critical site environments.

How We Work
Our Operative Engagement Process
MXKLN Group takes a structured approach to engaging and deploying personnel across traffic management, civil engineering, highways, construction and infrastructure projects. Every operative is appropriately identified, suitably competent, correctly documented and matched to the requirements of the assignment before deployment.
Registration & Suitability Review
Operatives register their interest by providing their details, experience, qualifications and availability. We review all information against the types of work we undertake — considering role suitability, geographic location, competency and professional conduct — before progressing the engagement.
Verification & Compliance
We carry out identity verification, right-to-work checks and thorough qualification verification for every operative. Relevant cards, certificates and licences are checked against the issuing organisation. All documentation is recorded within the operative's MXKLN compliance file before any deployment is considered.
Matching & Deployment
When a client requirement is received, we review our verified workforce against the assignment requirements — role, qualifications, experience, location and availability. Suitable operatives are confirmed, briefed on the assignment details and mobilised with full site information before the start date.
Ongoing Management & Review
Throughout and after each assignment, we monitor performance, collect client feedback and maintain operative records. Qualifications are tracked for expiry, incidents are reviewed and operative records are updated continuously — ensuring our workforce remains verified, competent and project-ready.
